As far as the European funds as concerned, a great threat is looming over hyper-democratic countries, first Italy. The old and new wisdom says that, especially in case of emergency, hundreds of projects cannot be translated into a strong one. You will deal only with continuous, unavoidable, frustrating compromises. It is quite another thing if these hundreds of fragmented instances are assumed as a ground on which to reflect in order to conceive a single project well articulated within it. Amen
