Recently, the Italian Democratic Party reacted strongly to the Meloni-Rama agreement for bringing to Albania refugiees caught in the waters of the Mediterranean. It reacted not only to Meloni, but also to the Albanian Socialist Party going so far as to declare that it would propose her exclusion from the European socialist family since Edi Rama and his ilk do not represent the values of the European left.
But did the Italian left revolt so much because it found out, surprised, what “values” the Albanian Socialist Party actually defends, or did it react in function of the internal struggle for power? This question deserves to be raised since Edi Rama and his party have been in power for ten years and it seems impossible that the sister party of a partner country so close to Albania is not aware of what is happening in Albania led by Albanian socialists.
How is it possible that the Italian left – including journalists close to them – do not know that during Rama’s ten years in power – which coincide with most of the time when the Italian DP was in power – 700,000 out of 2.8 million Albanians have fled the country, (according to Eurostat)? This is a question that also applies to the Italian right as well,
Other questions
How is it possible that no one in Italy has listened to the warnings of the most famous Italian prosecutor, Nicola Grateri, about the connections between Albanian mafia and politics in Albania; that in the interceptions that his team has made to the exponents of Ndrageta, they are heard saying: Albania today is like Calabria in the 60s, so we should go and invest there.
How is it possible that important Italian newspapers, which today criticize Rama for the agreement with Meloni, have until yesterday advertised the modernizing transformations of the Albanian capital without turning their heads to see that, in collaboration with prominent Italian architectural studios, he has destroyed the historic center in order to built skyscrapers where the Albanian mafia and Ndrageta recycle dirty money in the sunlight?
How is it possible that in Italy, (especially the left in this case), they have not read or heard what Rama insisted to the leftist Prime Minister Mateo Renzi, with whom he had as warm a relationship as he has today with the rightist Meloni, to push the Italian investors to come to Albania where there are no tradeunions to “break their balls”.
And more generally, it seems impossible that politicians and journalists in Italy do not yet know that in Albania, as well as in Serbia and elsewhere in the weastern Ballkans, it does not make sense to talk about left and right parties, but about party-states, who the more stay in power, the more votes they win thanks to the capture of all powers, including that of organized crime?
Is it everyone “naïve”
In front of the reactions of Athens to the arrest in Albania, two days before the local elections, of the candidate of the Greek minority, Beleri, you can’t help but raise similar questions for Greek politicians and journalists: How is it possible that Greece discovered only after the brutal act towards the Greek minority, that in Albania there is an authoritarian regime that collaborates with organized crime to rob Albanians’ property and where human rights are openly and arrogantly violated?
The Greek newspaper Kathimerini tries to answer these questions indirectly in an article dated December 15, 2023. I say indirectly since the article does not touch the warm relations of the Greek prime ministers with Rama before this event, but deals with the declaration of Germany against Athens’ veto on the opening of Albania’s negotiations with the EU due to the Beleri case. According to the newspaper, Washington, London and Berlin cannot understand that the new Albanian judiciary, which they promote as “the most successful example of reform in the Western Balkans”, is “becoming a political instrument” in Rama’s hands. According to Kathimerini, due to their “naivety” in understanding countries like Albania, they have invested millions of euros and dollars in that reform. The newspaper does not say, however, that Greece was also in the same position of naivety until yesterday.
In fact, the argument that the West, led by the USA, have good intentions, but can not understand the reality of these countries is strong even inside these countries. The Albanian opposition, even when it denounces the misuse of the reform by Rama, or the propaganda, lobbying and corruption he has done, and does in Italy, Greece, UK, USA, Germany and elsewhere, is always careful to treat these partners as misinformed or naive, but by no means complicit with the evil.
The duplicity behind the showcase of “values”
In fact, there are many stories of Western investments that have failed or fallen into the wrong hands, – Afghanistan is one of the last – but it is naive to believe that these investments are made out of naivety. All the more, if we consider the Albanian case, the failure of the reform in Justice has been talked about in European circles since a few years ago when EU emissaries advised both Kosovo and Macedonia not to apply the reform that was made in Albania as it it has opened more problems than it has solved.
Without denying that in these stories there is also a role for the naivety and manipulation and even the corruption of the Westerners – Rama’s corruption of the senior FBI official Mac Gonical in function of the opening of a process in the USA against the leader of the Albanian opposition is one of them, – I think that, however, we are much closer to the truth if we stop treating the West’s relations with countries like Albania with an orientalist approach that leads us to see good, rational, and righteous Westerners trying to emancipate the evil, the irrational eastern crooks. These 30 years have clearly shown, even in the countries of the former East, which have believed more strongly than others in the sincere commitment of the West to build democracy and the rule of law in these countries, that behind the facade of this commitment there have been strong economic and geostrategic interests, declared and undeclared, which have imposed to the western policies the aplication of double language and of double standards.
The “model” of migrant diversion
A recent proof of this policies is the “inovativ model” to divert immigrants who aim for the EU to camps set up in Albania. In Italy, this model is advertised by Meloni as a way to bring Albania closer to the European family, but it is explained by its people in the media as a deterrence strategy, that is, to scare immigrants with Albania. The validity of the model was reinforced evend by the sister of the Italian DP, the German Social Democratic party, with Chancellor Scholtz hastening to declare that the Germans see the Rama-Meloni model with great interest. They are the same Germans whom Katherimini tells us that, after the war in Ukraine, are strongly transferred to the camp of those who want a quick and immediate integration and without many conditions of Albania in the EU while early on they insisted on adding other conditions because Albania was far from reaching the standarts. The irony is that according to the Greek newspaper until yesterday, – i.e. before the Beleri case, – it was Greece that, through its two foreign ministers, was trying to explain to the Germans, the French and the Dutch why “it is essential to advance the process of membership in EU for Albania and North Macedonia”.
The weastern reaction to the manipulation of the elections in Serbia by the autocrat Aleksander Vucic, who until yesterday was pampered by them, was not missing recently to unmask these double languages and double standards. It is very clear that the West’s silence to the complaints of the Serbian opposition, which for years has left the Parliament in protest and which today accuses the West of supporting authoritarianism in Serbia, was not broken because there are no free elections in Serbia, but in order to threat Vucic for not distancing himself from Russia.
Westerners should be ashamed
Rama reacted to the Italians’ idea of exclusion from the socialist family by saying that if in Italy the agreement is opposed by the left, in Albania the right opposes it, which shows that maybe it is just right. After the statement of the social-democrat Scholtz, he no longer needed to discuss this topic, but hurried to go to Germany to participate in a meeting of the parliamentary group of the right party CSU of Bavaria, where the bavarian prime minister encouraged the application of the Albanian-Italian model on refugees.
In fact, contrary to what Edi Rama says, this agreement should be considered unfair according to the values of the European left and right, as it is in violation of human rights. Not only that, but both leftists and rightists in the West should feel ashamed to solve an issue like that of refugees in a poor country like Albania or to use Albania as a deterrent. But it seems clear that they will continue with the double language and the double standards: by propagating the progress of countries like Albania in achieving democratic standards and supporting in the same time their autocrats as the easiest way to solve their problems.
One would say that there is nothing new in this story. The human rights card has always been used by the West as a Jolly card in its geopolitical game. Maybe, but not on this scale. Not since after the Second World War has the West known such a crisis of credibility and legitimacy.

Il Partito Democratico Italiano ha reagito con forza all’accordo Meloni-Rama per portare in Albania i profughi presi nelle acque del Mediterraneo. Il PD ha reagito non solo alla Meloni ma anche al Partito socialista albanese arrivando a dichiarare che avrebbe proposto la sua esclusione dalla famiglia socialista europea poiché Edi Rama e i suoi simili non rappresentano i valori della sinistra europea.
Ma la sinistra italiana si è ribellata così tanto perché ha scoperto, sorpresa, quali “valori” il Partito Socialista Albanese effettivamente difende, oppure ha reagito in funzione della lotta interna per il potere? Questa domanda merita di essere sollevata poiché Edi Rama e il suo partito sono al potere da dieci anni e sembra impossibile che il partito fratello di un paese partner così vicino all’Albania non sia a conoscenza di ciò che sta accadendo nell’Albania guidata dai socialisti albanesi.
Come è possibile che la sinistra italiana, compresi i giornalisti a loro vicini, non sappia che durante i dieci anni al potere di Rama, che coincidono per la maggior parte con il periodo in cui è stato al potere il PD italiano, minimo 700.000 dei 2,8 milioni di albanesi sono fuggiti dal paese (secondo Eurostat)? Questa è una domanda che vale anche per la destra italiana.

Com’è possibile che nessuno in Italia abbia ascoltato gli avvertimenti del più famoso procuratore italiano, Nicola Grateri, sui collegamenti tra mafia albanese e politica in Albania che nelle intercettazioni che la sua squadra ha fatto agli esponenti di Ndrangheta si sono sentiti dire: l’Albania oggi è come la Calabria degli anni ’60, quindi dovremmo andare a investire lì?
Com’è possibile che importanti giornali italiani, che oggi criticano Rama per l’accordo con la Meloni, abbiano pubblicizzato fino a ieri le trasformazioni ammodernatrici della capitale albanese senza voltarsi per vedere che, in collaborazione con importanti studi di architettura italiani, hanno distrutto il centro storico per costruire grattacieli dove la mafia albanese e la Ndrangheta riciclano alla luce del sole il denaro sporco?
Com’è possibile che in Italia (soprattutto a sinistra in questo caso) non abbiano letto né sentito ciò che Rama ha più volte detto al primo ministro di sinistra Matteo Renzi, con il quale aveva un rapporto affettuoso come lo ha oggi con la Meloni di destra, di spingere gli investitori italiani a venire in Albania dove non ci sono sindacati a “rompergli i coglioni”?
E più in generale, sembra impossibile che politici e giornalisti in Italia non sappiano ancora che in Albania, così come in Serbia e altrove nei Balcani occidentali, non ha senso parlare di partiti di sinistra e di destra, ma di partiti-stato, che più restano al potere, più voti ottengono grazie alla presa di tutti i poteri, compreso quello della criminalità organizzata.
Sono tutti “ingenui”?
Di fronte alle reazioni di Atene all’arresto in Albania, a due giorni dalle elezioni amministrative, del candidato della minoranza greca Beleri nel comune di Himara, non si può fare a meno di sollevare a politici e giornalisti greci domande simili: come è possibile che la Grecia ha scoperto solo ora, dopo l’atto brutale nei confronti della minoranza greca, che in Albania esiste un regime autoritario che collabora con la criminalità organizzata per derubare le proprietà degli albanesi e dove i diritti umani vengono apertamente e con arroganza violati?
Il quotidiano greco Kathimerini cerca di rispondere indirettamente a queste domande in un articolo datato 15 dicembre 2023. Dico indirettamente poiché l’articolo non tocca i cordiali rapporti dei primi ministri greci con Rama prima di questo evento ma tratta della dichiarazione della Germania contro il veto di Atene sull’apertura dei negoziati dell’Albania con l’Ue a causa del caso Beleri. Secondo il giornale, Washington, Londra e Berlino non riescono a capire che la nuova magistratura albanese, da loro promossa come “l’esempio di riforma di maggior successo nei Balcani occidentali”, sta “diventando uno strumento politico” nelle mani di Rama. Secondo Kathimerini, a causa della loro “ingenuità” nel comprendere paesi come l’Albania, hanno investito milioni di euro e dollari in quella riforma. Il giornale però non dice che anche la Grecia fino a ieri si trovava nella stessa posizione di ingenuità.
In effetti, la tesi secondo cui l’Occidente, guidato dagli Stati Uniti, ha buone intenzioni, ma non riesce a comprendere la realtà di questi paesi è forte anche all’interno di questi paesi. L’opposizione albanese, anche quando denuncia l’abuso della riforma da parte di Rama, o la propaganda e la corruzione che ha fatto, e che fa in Italia, Grecia, Regno Unito, USA, Germania e altrove, è sempre attenta a trattare questi partner come disinformati o ingenui, ma assolutamente non complici del male.
La doppiezza dietro la vetrina dei “valori”
In effetti, ci sono molte storie di investimenti occidentali che sono falliti o caduti nelle mani sbagliate – l’Afghanistan è uno degli ultimi – ma è ingenuo credere che questi investimenti siano fatti per ingenuità. Tanto più che, se consideriamo il caso albanese, del fallimento della riforma della Giustizia si parla negli ambienti europei già da qualche anno, quando gli emissari dell’UE consigliarono sia al Kosovo che alla Macedonia di non applicare la riforma fatta in Albania poiché ha aperto più problemi di quanti ne abbia risolti.
Senza negare che in queste storie c’è anche un ruolo per l’ingenuità, la manipolazione e perfino la corruzione degli occidentali – per esempio la corruzione da parte di Rama dell’alto funzionario dell’FBI Mac Gonical in funzione dell’apertura di un processo negli USA contro il leader albanese – penso che, tuttavia, saremo molto più vicini alla verità se smettiamo di trattare le relazioni dell’Occidente con paesi come l’Albania con un approccio orientalista che ci porta a vedere gli occidentali buoni, razionali e giusti cercando di emancipare i malvagi, irrazionali, truffatori orientali. Questi trent’anni hanno dimostrato chiaramente, anche nei paesi dell’Est che hanno creduto più fortemente di altri nell’impegno sincero dell’Occidente per costruire la democrazia e lo Stato di diritto in questi paesi, che dietro la facciata di questo impegno si nascondono forti interessi economici e geostrategici, dichiarati e non dichiarati, che hanno imposto alle politiche occidentali l’applicazione del doppio linguaggio e dei doppi standard.
Il “modello” di diversione dei migranti
Una prova recente di queste politiche è il “modello innovativo” a deviare i migranti che mirano verso l’UE verso i campi allestiti in Albania. In Italia, da un lato questo modello viene presentato da Meloni come un modo per avvicinare l’Albania alla famiglia europea e dall’altro viene spiegato dai suoi co-governatori sui media come una strategia di deterrenza, per spaventare immigrati con l’Albania. La validità di questo modello è stata rafforzata anche dal partito gemello del PD italiano, il partito socialdemocratico tedesco, con il cancelliere Scholtz che si è affrettato a dichiarare che i tedeschi vedono con grande interesse il modello Rama-Meloni. Sono gli stessi tedeschi di cui ci racconta Katherimini che, dopo la guerra in Ucraina, sono passati con forza nel campo di coloro che vogliono un’integrazione rapida, immediata e senza molte condizioni dell’Albania nell’UE mentre prima insistevano per aggiungere altre condizioni perché l’Albania era lontana dal raggiungere gli standard europei. L’ironia è che secondo il quotidiano greco fino a ieri, cioè prima del caso Beleri, era proprio la Grecia che, attraverso i suoi due ministri degli Esteri, cercava di spiegare a tedeschi, francesi e olandesi perché “è fondamentale far avanzare il processo di adesione all’Ue per l’Albania e la Macedonia del Nord”.
La reazione occidentale alla manipolazione delle elezioni in Serbia da parte dell’autocrate Aleksander Vučić, che fino a ieri si faceva coccolare, non è mancata di recente nello smascherare questi doppi linguaggi e doppi standard. È evidente che il silenzio dell’Occidente di fronte alle lamentele dell’opposizione serba, che per anni ha lasciato il Parlamento per protesta e che oggi accusa l’Occidente di sostenere l’autoritarismo in Serbia, non è stato rotto perché in Serbia non ci sono elezioni libere, ma per minacciare Vucic di non prendere le distanze dalla Russia.
Gli occidentali dovrebbero vergognarsi
All’idea della sinistra italiana di escludere i socialisti albanesi dalla famiglia europea, Rama ha reagito dicendo che se in Italia all’accordo si oppone la sinistra, in Albania si oppone la destra, il che dimostra che forse è un idea giusta. Dopo la dichiarazione del socialdemocratico Scholtz, non ha più avuto bisogno di discutere di questo argomento ma si è affrettato a recarsi in Germania per partecipare a una riunione del gruppo parlamentare del partito di destra bavarese CSU, dove il primo ministro bavarese ha incoraggiato l’applicazione del modello albanese-italiano sui rifugiati.
Infatti, contrariamente a quanto sostiene Edi Rama, questo accordo dovrebbe essere considerato ingiusto secondo i valori della destra e della sinistra europea, poiché viola i diritti umani. Non solo, ma sia la sinistra che la destra in Occidente dovrebbero vergognarsi di risolvere un problema come quello dei rifugiati in un paese povero come l’Albania o di usare l’Albania come deterrente. Ma sembra chiaro che continueranno con il doppio linguaggio e i doppi standard: propagando il progresso di paesi come l’Albania nel raggiungimento di standard democratici e sostenendo allo stesso tempo i loro leader autocratici come il modo più semplice per risolvere i loro problemi.
Si direbbe che non ci sia nulla di nuovo in questa storia di doppio linguaggio e doppi standard. La carta dei diritti umani è sempre stata utilizzata dall’Occidente come carta jolly nel suo gioco geopolitico. Forse, ma non su questa scala. E dal secondo dopoguerra che l’Occidente non conosce una simile crisi di legittimità.
