In times of exceptional emergency, exceptional qualities are needed. We are talking about politics. So immediately add that it is on purpose I used the word qualities instead of powers. There are many cheap figures running national politics worldwide. Properly to their level, the only thing they can do is claiming for exceptional powers. A nice umbrella, a parade, and nothing more. Those who govern should be exceptional figures in terms of ideational, managerial and organizational qualities and also for an interesting level of influence and reliability with the ruled. But as mediocrity rages, the pandemic disastrous condition becomes more tragic. Who is not able to overcome such dimension of absolute normality (or mediocrity), seek a second pope and take a period of spiritual exercises.
